In
2001 the LB840, a resource that creates a local sales tax on products sold in
the city, was voted in by at least 72% of the Alliance voters. In 2007 the LB840
was re-approved again by an overwhelming majority. One-quarter of once cent of
that local sales tax was designated for economic development to attract new
businesses, to give incentives to existing local businesses for expansion and to
attract professionals to the city of Alliance. All
incentives are tied to job creation.
Perrin Manufacturing, Inc.,
Vitalix and
JKS Manufacturing, all of Alliance,
have recently applied for these funds. They have all been approved by the
Alliance City Council to receive funding through this Alliance Economic
Development Program.
Perrin Manufacturing Inc. plans to build a new facility soon. At the
completion of the building, creating new jobs and complying with other
conditions of their agreement with the city, they will then receive $150,000 in
economic development funds. Perrin Manufacturing and Box Butte Development
Corporation were able to leverage this local funding to apply for and receive
$180,000 in the Community Development Block Grant funds from the State of
Nebraska.
Vitalix received $125,000 after they complied with the
conditions of their agreement with the city, including creating new jobs. Vitalix and BBDC also leveraged this local funding to apply for and receive
$160,000in CDBG funds from the State of Nebraska.
JKS received $60,000 in LB 840 funds and is also subject to agreement
conditions which include creating jobs. In any application to the economic
development plan, a project specific agreement will be created between the
applicant and the city, although certain parts of the agreement are applicable
for all agreements.
BBDC worked with the city council, city administration and the businesses
along with the Nebraska Economic Development's financial packager Stew Jobes to
accomplish this.
